温暖な気候と豊かな自然に恵まれた済州島の北部に位置します。島のほぼ中央にある漢拏山(ハルラサン)国立公園には、美しい渓谷と奇岩や峰ごとにそれぞれ違った自然林があります。世界で最も長い洞窟のひとつ、萬(マン)丈窟(ジャングル)は天然記念物にも指定されており、内部には神秘的な地下世界が広がっています。また、島内には石に姿を彫った守護神像、トルハルバンが数多く残っています。 毎年開催されるトゥルブル祝祭（旧正月を祝う火祭り）は、国の指定文化観光祭であり、火山の噴出を思わせるほど壮大なスケールで、例年多くの観光客で賑わいます。 It is located at north of Jeju Island blessed with a warm climate and abundant nature. In Mount Halla National Park, located in the center of the island, there are beautiful canyons, massive rocks of unusual shapes, and natural forests which are different from ridge to ridge. Manjang Cave is one of the longest caves in the world. Inside the caves there is a mystical underground world which has made the area a natural monument. Moreover, there are many Dol hareubang, statues of guardian gods carved in stone, remaining inside the island. The Fire Festival, which celebrates the Lunar New Year, is held every year, and is designated as a national culture and tourism festival. Many tourists visit there to see it performed on a magnificent scale almost like the eruption of a volcano. 온난한 기후와 풍부한 자연의 혜택을 받은 제주도 북부에 위치합니다. 섬 중앙부에 있는 한라산국립공원에는 아름다운 계곡, 기암과 봉우리마다 각기 다른 자연림이 있습니다. 세계에서 제일 긴 동굴 중 하나인 만장굴은 천연기념물로도 지정되어 있으며, 내부에는 신비로운 지하세계가 펼쳐져 있습니다. 또, 제주도내에는 돌에 할아버지의 모습을 새긴 수호신상 돌하르방이 많이 남아있습니다. 매년 개최되는 설날 들불축제(정월대보름을 축복하는 불의 축제)는, 국가가 지정한 문화관광축제로, 화산의 분출을 연상시킬 정도로 규모가 크며 해마다 많은 관광객으로 북적입니다. |
| 提携の経緯 The process toward the sister city partnership 제휴 경위 |
平成7年頃から市民レベルで北済州郡との交流があり、北済州郡から三田市と姉妹都市提携を行いたいという申し出がありました。平成9年2月に三田市から北済州郡調査団を派遣し、姉妹都市提携の意義の確認を行いました。 (注意)平成18年7月1日に「済州道」が「済州特別自治道」として改編されたことに伴い、「北済州郡」は行政市として再編され「済州市」となりました。 There were exchanges at a civil level from around 1995 with North Jeju County, and Sanda City received an offer from North Jeju County to form a sister city agreement. Sanda City dispatched a study team to North Jeju County in February of 1997 and confirmed the intent to create a sister city partnership. ※ As “Jeju Province” was reorganized to “Jeju Special Self-Governing Province” on July 1st of 2006, “North Jeju County” was restructured as an administrative city to become “Jeju City”. 1995년경부터 시민들 사이에서 북제주군과의 교류가 있었으며 북제주군에서 산다시와의 자매도시 제휴를 요청하였습니다. 1997년2월 산다시는 북제주군에 조사단을 파견하여 자매도시 제휴의 의의를 확인했습니다. ※2006년7월1일 제주도가 제주특별자치도로 개편됨에 따라 북제주군은 제주시와 통합, 행정시로 재편되어 제주시가 되었습니다. |

道知事、議員は直接選挙で選出される（任期4年）。議長は議会から選出され、地方行政の最高権限は済州特別自治道が有する。道の傘下に2つの行政市である済州市と西帰浦市があり、行政市長は道知事が指名する。（任期は通常2年だが一定しない。） The province governor and members of the assembly are chosen by direct election (4-year term). The chairman is chosen from members of the assembly, and the Jeju Special Self-Governing Province Governor has the highest authority within local administration. | まちのおこり The origin of the city 유래 |
済州島の開国神話である三姓神話によると、太古に高乙那、良乙那、夫乙那と呼ばれた三神人が漢拏山の麓の「毛興穴」（現在の「三姓穴」）から湧き出て、狩猟をしながら捕らえた獲物の毛皮を着て、狩りをして暮らしていました。やがて「碧浪国」から子牛と子馬、五穀の種を持って来た三人の姫と婚礼をし、ついに人間世界である「耽羅」の国ができたと伝えられています。 There is a country foundation myth of Jeju Island called the Myth of Three Family Names. The myth says that in ancient times, 3 demi-gods named Ko Euluna, Yang Euluna, and Bu Euluna rose from “Moheunghyeol”(presently “Samseonghyeol”) at the northern foot of Mount Halla, and lived there by hunting and wearing furs from animals they caught. Later, they married 3 princesses from“Byeoknang” who brought a calf, a foal, and the seeds of five types of grain. It is said that finally a human world“Tamna”was founded. 제주도의 개국신화인 삼성신화에 따르면 태고에 세 명의 신인(神人) 고을나, 양을나, 부을나가 한라산 기슭의 「모흥혈」(현재의 삼성혈)에서 솟아났습니다. 세 명의 신인은 수렵을 해서 잡은 동물의 모피를 입고, 사냥을 하며 생활했습니다. 이후 「벽랑국」에서 송아지와 망아지, 오곡의 씨앗을 들고 온 세 명의 공주와 혼례를 치르고 인간세계인 「탐라」라는 나라가 생겼다고 전해져 내려오고 있습니다. |
