Foreigners Qualified for Seal Registration
Foreign residents registered in Sanda City under the Alien Registration Law (Gaikokujin Toroku Ho) are qualified to register personal seals (inkan). However, foreign residents under the age of 15 are not qualified.
Items Required for Registration
Registered by the said person Personal seal to be registered, a document that certifies identity of the said person
Registered by a proxy Personal seal to be registered, a seal (general-purpose seal [mitome in]) of a proxy, a letter of attorney written by the said person
  • Seal registration cannot be completed on the same day that the application is made.
Seals that Cannot be Registered
A seal that does not comprise the name registered on the Alien Registration Card.
A rubber seal or other seals with surface vulnerable to changes.
A seal with unclear imprint.
A seal with more than 30% of missing outline
Issuance of Seal Registration Card (Sanda City Card)
Seal Registration Card (Sanda City Card) will be issued on the day of application if a photo-identification document of the said person issued by a public agency (Certificate of Alien Registration, driver’s license, passport, etc.) is presented, or if accompanied by a guarantor (hoshonin) who has already seal-registered and jointly affixes his / her seal on the application form.
In the case of application by a proxy or a person without a photo-identification document issued by a public agency, the issuance of Sanda City Card may take 3 or 4 days. This is because the document is sent after the application of registry and the will of the owner of the seal will be confirmed. Please bring the written reply and an identification card (insurance card etc.) to the counter. When all the procedures are completed, Certificate of Seal Registration will be issued as requested.
Presentation of Sanda City Card is required for the issuance of Certificate of Seal Registration(Inkan Toroku Shomeisho) (the registered seal is not required). It is the responsibility of the owner to keep the seal and Sanda City Card with caution.
