Dial 119 first to inform the fire headquarters of a fire and medical emergency. Provision of accurate information is needed in a time-sensitive emergency.
1. Dial “119” accurately.
Don’t panic. Calm down and dial the correct number.
2. Inform what happened.
“A fire broke out (Kaji desu).”
“It’s a medical emergency (Kyukyu desu).”
You may want to inform the operator that you don’t understand Japanese very much. In that case, please say, “Nihongo ga amari wakarimasen.”

3. Inform the address (jusho) or the location (basho).
(The operator may ask, “Basho wa doko desuka?” It means, “Where is the location?”
“It is at (name)’s house, (area number), (name of the town), Sanda City.
(Sanda-shi, [name of the town], [area number] no [name] no ie desu).” (When you tell the area number, insert “no” between numbers; for example, “2-3-1” will be “2 [ni] no 3 [san] no 1 [ichi].)
If you don’t know the address, please inform the name of a building, an intersection, or the direction that would be the landmark; for example, “100 m west of ...... station (......eki no nishigawa 100 [hyaku] metoru desu).”

4. Inform the situation as specifically as possible.
“A house is on fire (ie ga moete imasu).”
“A smoke is coming out from the 5th floor of the 10-story apartment building (mansion) (10 kai [jukkai] date no manshion no 5 kai [gokai] kara kemuri ga miemasu.”
“It is a car-bicycle accident, and an elementary school boy is injured (kuruma to jitensha no kotsujiko de, shogakusei no otokonoko ga kega wo shite imasu).”
“......-year old mother fell suddenly and is unconscious (...... sai no haha ga taore, ishiki ga arimasen).”

5. Tell your name and phone number.
Example: “My name is Shobo Taro, and my phone number is 123-4567 (Watashi no namae wa Shobo Taro, denwa bango wa 123 no 4567 [ichi ni san no yon go roku nana] desu).”
There may be cases when you will be asked about the incident in detail in order to send out more ambulances / fire engines, to prepare for equipment / materials, or to give directions on the first-aid procedure. In that case, relax and answer the questions slowly.

- People often request not to blow a siren when calling an ambulance. This request cannot be accepted because it is specified by law to blow a siren. It also makes our tasks to be carried out promptly and safely. We appreciate your understanding and cooperation.
- Many people dial 119 to inquire about hospitals etc. Since 119 is for emergency, please call the numbers described below for information about hospitals, etc. However, when you consider that the case is urgent, don’t hesitate to dial 119.
